perché stai provando ad utilizzare proprio fdisk? è un comando di DOS un po' troppo obsoleto poiché ora i dischi fissi vengono formattati soprattutto in NTFS e personalmente credo che questo tipo di file system non venga supportato da quella funzione...

Non hai voglia di provare con un programma di immagine tipo Acronis TrueImage?
